“RTC” identifiers in Petersburg

Down by Petersburg/Prince George I’m listening in on all sorts of radio channels seeing what’s going on, and I’m getting a bunch of “RTC” talking about “Ready for your next group of boys/girls” Operations on FRS channel 2(462.5875). Any idea what this could be? I’m near poplar springs hospital. Could this be associated?

It may or may not be related, but RTC is sometimes used for Residential Treatment Center, so it might be related to Poplar Springs.
