But to answer your question, I would imagine that if the scanner can receive the frequency, you can program it in. However, the scanner won't decode the signal into data you can use on your computer.
You would be better suited looking for a dedicated ADSB receiver to receive and decode the data.

I posted it here because the scanner will not allow you to enter the 1090 MHz frequency because it is NOT in the USA band plan.. How do I trick this scanner to allow it?

What model scanner is it? Some will only receive up to 950 MHz or so.
That receiver does not cover that particular frequency. There is no way to trick it.
