138.710 MHz FM Traffic?

I have heard some FM communications on 138.710 MHz around the Indianapolis. area. Any idea what this could be? Sounds like a repeater is being used.

None really. I did notice that the signal strength is about the same throughout metro Indy, so the station may be distant, Possibly Grissom air reserve. Listening further it does sound military. Would state national guard use these frequencies?
