From my location in Childersburg I am receiving a fairly strong signal on 154.250 / C127.3 of a station repeatedly transmitting for one second, stopping, then transmitting again for at least the last hour. Anyone else hearing this?

I'm pretty certain that is Bessemer Fire's VHF repeater. It's been doing that for at least a couple years now. I noticed it initially on one of the VHF radios in the BFRS command trailer and still hear it from my home station till I hit the nuisance delete button.
