154.7400 Unkown Motorola control channel

I was just scanning through my scanner and turned it onto this frequencies and used the Motorola function and got some numbers which appear to be either talkgroups or system ids what is this frequencies used for and this sounded like digital could this be a image from my near by marcs frequencies?
