Anyone near Flint able to receive 154.695 signal seems to be NXDN or MotoTRBO.

Their main frequency (154.995 PL 179.9) is still analog though, I hear it used as such all the time. Also there's a typo in your thread title by the way.

Does digital use pl? The OP mentions digital and the reply has a PL. Do stations licensed that close operate on the same digital and analog freq?

Looks like they are licensed for DMR also.
I don't live close enough to verify if it might be in use.

They're licensed for both analog and digital:

ULS License - Public Safety Pool, Conventional License - KXI924 - FLINT, CITY OF - Frequencies Summary

Only analog has PL (aka CTCSS) and DPL (aka DCS) codes. For digital conventional, Project 25 has NAC codes, DMR has Color Codes, and NXDN has RAN codes, but they can use digital, analog, or both if their licensed for them, it's their choice.
