Found the "caravan repeater" for this years ToC. it's a mobile repeater for tour operations.
This was on the livermore to san jose stage.

I'm in Paso Robles just past the finish line. A guy just walked past in the roadway with a portable TV camera using 469.775 C167.9. Another guy setting up the barriers was on 461.025 C167.9.

First time the tour came my way I just heard CHP on the blue didn't find any other frequencies. Sounds like they are down by lake nacimiento right now and are requesting a ambulance.
