255.450 MHz FM Pirates

How do you know they are pirates?
Often, authorised entities don't follow protocol.
My language translator shows it's Portuguese (Brazilian military); talking about getting a spare engine for someone's vehicle. Other transmissions from the same language on different frequencies also give talks mostly about their vehicles.
There's also talk about military ranks and upcoming military training sessions.
When our military was still using those 240 - 270 MHz sats; there were news articles how South American military units were using them without authorization. Now that our military uses the newer sats in the 340-360MHz range; there's not much concern on who uses the old freq ranges.

US is not the only one with MIL SATs in these bands. I caught an India mil sat chatter then switched channels and went encrypted.
Something about training maneuvers.

These freqs / sat channels are very, very, often Brazilian truckers. The kind of traffic mentioned might fit for them also. I would be a little bit surprised if the Brazilian mil were pirating on US sats, since the Brazilian gov has assisted in taking down some of these pirates in the past..
