Sounds like a maritime type weather. Mention of CAMSLANT and Chesapeak
The frequency is 4316.0 KHz USB and it is one of many used for MF/HF weather products issued by the U.S. National Weather Service, Tropical Prediction Center, etc, These are then broadcast (remote-keyed) by USCG CAMSLANT CHesapeake, VA and USCG CAMSPAC Pt Reyes, CA.
Voice, SITOR, NAVTEX, WEFAX are examples of the types of transmission of weather products. The Voice, SITOR and WEFAX are typically simulcast on three consecutive HF frequencies. Navtex is bcst only on 518.0 KHz (carrier is on 516.35 KHz).
