Does anyone know what this is?

They ID as Valencia Dispatch and Albuquerque at times.

It's clearly an Air Ambulance Company, but I can't find a FCC license for them.

PHI dispatch. They have repeaters in Santa Fe and Albuquerque...not sure where else.
