470F and 2B2E Both Rebanded? Both Splinter?

I'm on the other side of the US and trying to help a friend in CA.
Can anyone tell me whether Sys ID: 470F and 2B2E have been Rebanded ?
Are there plans to make those systems 9600 baud ?
My guess is that both are Splinter Systems.

Both are splinter systems. Rebanding has not occurred in this area yet, due to ongoing negotiations with Mexico.
