7/8 stubby on LAPD portable?

Saw this the other day. Am I missing something in the database or is this just a case of the user outfitting his radio with the wrong antenna?

The LA SHERIFF have the same on some of their radios i don't think they are using 700 frequency more of the 480 - 512
