Is there a special software that I can purchase for my Uniden SDS100 so that I will be able to listen to frequencies in the 800+ band (e.g. Connecticut State Police)?

No "special software" is needed. Out of the box, the SDS100 can receive 700 & 800MHz frequencies.

If you have "just now" received the scanner, the database is likely several years out of date. So, if you are trying to scan using your location, a range, & the main database, there are likely very many changes since the database in the scanner was installed during production.
Download Sentinel from here, and install it:

This is provided my Uniden, and there is no charge for you to download & use it.
Once you install the software, update the main database, then write the updated information to your scanner. This online manual will help get you started:
With the updated database in the software, as well as in the scanner, you should be able to start hearing activity. Also note that when your scanner is first shipped, as well as when Sentinel is forst installed, only the 'Dispatch' service types for public safety are enabled: Law Dispatch, Fire Dispatch, EMS Dispatch, & Multi Dispatch. You also need to enable the
Tac &
Talk service types for thos (Law Talk, Fire Tac, EMS Tac, etc). You can do that in your profile in Sentinel, or via the menu on the scanner.
