Right now I've got 4 scanners, all handhelds. I've used my Pro-97 exclusively for 3 years now and haven't found a reason to step up to a mobile unit, so I just plug away with what I have. The only thing I don't like about handhelds is the sound quality, though the 97 is pretty good. I used to just drop the scanners in the cup holders and they would stay, but they were hard to hear. So I went to Fry's and took care of it for about $20. Now I can see and hear what I want and it doesn't provide a distraction. Reception is from a RS mag-mount on the decklid.
Mind you, I'm not on a budget, I just spend most of my money on another hobby. But this would work for someone on a budget or apprehensive about using power tools on their car.
