I am no expert on antennas by any stretch but what does adding a GP to a NGP antenna accomplish? If anything at all?

Adding a ground plane will probably improve the radiation pattern at the horizon. A no ground plane antenna, usually a half wave, is designed to have a good match without a ground plane but in most cases the radiation pattern is compromised and the only way to fix that is with a ground plane.

^^^ What he said.
Improving the radiation pattern at the horizon tends to take a half wave antenna from 0dB of gain to around 2dB of gain by focusing the radiation pattern more towards the horizon.

I use a Diamond NR770HB NGP antenna on top of my vehicle mounted to a motorized mount. It is located on top in the middle which helps. Additionally, when I pull into a full parking lot with vehicles around me in the direction of the signal, it definitely improves my TX/RX toward the horizon.

Without counterpoise (radials) you have an end fed antenna rather than a dipole.
1/4 wave in a ground plane has a slight gain 1/2 wave in end fed has a slight gain.
What this does is lower the radiation angle more to the horizon.

A motorized mount on a whip ??? Makes no sense.

I find that it makes a lot of sense when I lower the antenna and park in my garage, or pull into a parking garage, etc. as I have an SUV. I know crazy right? Actually using a garage for a vehicle instead of storing boxes of stuff in there instead.
