I was in Alabama Thursday 01-17. I changed my BCT-8 over to state of AL and immediately began picking up traffic on the 800 MHz band. Had talkgroups and all--pretty cool I say.
Probably one of the EDACs systems but hard to tell with lack of information. Almost sounds like it was pre-programmed for him so he might not really know. Maybe he can give some more info on what's in his "state of Al" scanner system. I have Huntsville's EDAC system programed and several talk groups but I hardly ever pick up a transmission on anything other than Monrovia VFD talkID.
I have a BCT-8, it is preprogrammed I guess. When I crossed into AL I flipped it to AL and immediately I copued traffic--7-113 talkgroups like that foe example. I was in Theodre and copied traffic great as well. Not sure what it was but worked okay for me.
What you were actually hearing is Mobile County's EDACS system. It is licensed to the state but Mboile County, uses it. City of Mobile has begun migration over to it with Mobile PO left to move now. DPS has a range of talkgroups on there but I've only heard them on one and that's the VHF simulcast of 158.790.
