Albany Area P25

Im in Watervliet and came across another P25 system,Was wondering if it was The Arsenal since it has the same NAC?

It could be an image of the Arsenal. I have found them all over the UHF airband.

I have also heard that St Peter's Hospital has a digital channel. I can't remember the frequency, though.
