It has been my experience when riding the train that the conductor will keep his radio on whatever the main channel is for the area the train is moving through (i.e. the frequency that the engineer will use to communicate with other trains and/or the dispatcher). This is the only way the conductor will know what's going on. Generally, since the conductor is transmitting on a portable inside a metal tube, he's not going to be causing much interference to other users on the line. And, they don't chat all that much.

I've seen reports in the past of car attendants carrying FRS radios.

On the long distance trains, there are conductors and car attendants (they're not the same thing).
