Another odd one.... 399.85 Mhz

I happened upon this freq today, fairly active and all I can hear is the dispatcher: 399.85 PL203.5.

It sounds like what you would hear coming from Dare Central, calling out traffic acidents, and such. Big, strong signal... I have the scanner set to search 399.0 - 399.999, and it stops dead on 399.85 every time they broadcast. I can't imagine why Dare Central would simulcast on that frequency (If it is in fact them).

My bet is that your receiver is simply picking up an image of the true frequency. Very common issue with wideband receivers such as scanners.
Tuning an image frequency was a common trick used by those that still wished to tune the forbidden analog cell phone band. At least until the FCC required receivers have epoxy placed over the band switching circuit so you could not turn on/off the circuits needed to allow the image!
