Antenna Recommendation

Looking for recommendation of a budget friendly outdoor base antenna for monitoring between 150 mhz and VIPER. The scanner is a Whistler WS-1065.
Would a discone be best or a tri band mobile nmo antenna with a ground plane base mount?

Viper reception

Viper reception for me, turns out not to be quite so easy. I live just south of I-40 near RDU airport. I can not receive any of the Wake County viper sites very well. I have tried attic antennas and back of scanner antennas. Often the signal fluctuates, one second showing 2 bars then immediately no bars. This cycle repeats every few seconds. Reception is so poor I just don't monitor Wake Co viper sites.

True, I could probably improve my attic antenna reception by upgrading the antenna and coax. I can't erect outdoor antenna in my neighborhood. Actually reception of those attic antenna for frequencies 40Mhz to 450Mhz is pretty darn good. I am using Uniden BCD996P2 scanners.
