Any one know what this is?

I'm in Durham region and can see a strong signal at 411.1625 it appears to be listed to Metrolinx it is quite close to their trunk (East). However I can not determine the nature of the signal I get no response when I pass it through DSD+ and other decoders, anyway just curious.

PSK modulation, 6000 symbols per second. Place your bets.
DSD+ decoding is pretty decent but could this be a case where it misinterprets the P25 test pattern as N96? I don't have a P25 pattern currently in my area to check. As this frequency is listed for Metrolinx that's most likely what it is.

NXDN sync patterns are very short. It's no surprise that a weak signal would from time to time appear to have an NXDN sync pattern or two. That doesn't make it NXDN though.
