Anyone know what ELMR radio is?

I live on MCB Quantico in Virginia and they recently within the last 2 weeks upgraded their radio systems for public safety to ELMR radio, thats what my dad told me who works on the base. When looking it up on google it says Enhanced Land Mobile Radio or Enterprise Land Mobile Radio. The training facilities on this base have been using this for some time because I've been monitoring that with the trunked radio info provided on radioreference. It is mostly encrpyted however but some clear transmissions get through. However it's a bummer to learn that public safety here on the base is now using the same so now they are encrypted too. Any ideas? Does anyone know the frequencies ELMR uses? What kind of encryption?
