APCO 25 Question

I want to know how to load the whole state in my PRO 96 ?
Do I have to load several counties at a time or is there a way that RR can do it with WIN96?

Not the way your question is put, there is noway to load all APCO25 systems. If your question is there a simple way of loading everything in the state, no there is not.

Simple enough.
So There is not enough room in my scanner for the whole state if I split it up to different banks

Not if you want everything since to start with their are more than 10 EDACS systems. If you want everything, you'll going to have to buy more scanners.
