I see their system is Motorola Astro 3600 Baud;
Digital Type APCO-25 Mixed Mode.

As far as I can tell, the Police are using what's listed as,
"Digital Talkgroups".

Question: Does this mean I need a digital card with
my Uniden BC-250 in order to monitor the Police?

Yes. You need the card to monitor them.
