Atlantic County VHF Frequencies

I am a little confused from looking at the DB, as to which frequencies are being used for backup only compared to which frequencies are still simulcasted from TRS? For example, is 155.010 back up only or still fairly active? There are also a few frequencies listed as TRS simulcast, yet on top it says VHF frequencies used for backup only. Which is it?

Also, is the VHF frequency for Atlantic County OEM still active or backup only? Basically I would just like to know which public safety frequencies for Atlantic County are actually fairly active and not just backup only. Any clarification would be much appreciated and would be great if the DB can be tweaked to make this info more clear.
