Austin Area 764.165625

I've been playing with the new PSR500 and found a digital channel in North Austin I cannot ID. It is clearly a digital signal on 764.165625. I originally thought it was a P25 trunk data channel, but I cannot decode it at all. I supposed it could be an AVL or even an MDT channel. From the charts it looks like it's designated as a "state license" channel. I also can't find anything on an FCC search.
