Highway Patrol Traffic Operations Center. This is a DPS resource that monitors freeway cameras for the Phoenix Metro area. They are active on all the Phoenix Metro District channels and assist with locating incidents such as code 34’s (disabled vehicles), 961-4’s (accidents), debris calls, etc on the traffic cameras. They direct units to where the incident is located, and how to access in the case of blockages.

A DPS trooper is assigned to the ADOT Traffic Operations Center as liasion between DPS and ADOT. They have immediate access to the freeway cameras, and a radio to communicate directly with the DPS communications center and troopers on the freeways.

So HPTOC is literally "Highway Patrol (trooper at the ADOT) Traffic Operations Center".

This system is light years ahead of Indiana's camera system. I don't think the IN state police have anything similar, at least they don't talk to our county's units or PSAP. INDOT's cameras only update once a minute and don't have anywhere near the resolution.
3 or 4 cameras have been offline for over 6 months now, when I use the state's website to report the problem they
say 'we see them OK'.

I see the 'not available' image fine, maybe that's what they mean.

The amount of bandwith it takes to broadcast the TOC live camera feeds to the internet sites is tremendous. If you are watching the cams on INDOT's website, you won't see what their operations center sees. This happens frequently with ADOT. Cams will show down but the TOC can see them fine.
