BAFD, Oak Grove, and EMSA on RMA-2C?

Does anyone know why EMSA and Oak Grove FD would be checking out at BAFD's stations? I heard them talking on RMA-2C 38256 and on BA's Mutual Aid-3 00-003 patched together. Could they be filling for BAFD's EMS? Is there a drill today?

Let's see, that gives them an additional 120 men per shift per station. I can just see the apparatus rolling down the road now with all those guys hanging off the sides and back of the trucks. The mental images that creates......

So that means that EMSA and other FDs will be running BA's JD? Hmm that will be interesting. I guess they will dispatch them on RMA-2C and BA's Mutual Aid-3 00-003 patched.
