My wife gave me a Uniden BC 246T several years ago before she died suddenly from cancer. I tried and failed to program it when it was new. Now I want to use it, but I don't know where to go for help. I am very confused by the owner manual. I live in Tigard, Oregon. That is in Washington County. I want to be able to listen to local police and fire communications. Thank you very much. Mark

That is a very old scanner, relatively speaking. 2004

It is Analog only.

Check the database for your area and see what is still on analog.

As far as what you can listen to, the BC246T is an analog-only trunking scanner. You can listen to any of the analog frequencies listed in the Washington County database page shown in doctordialtone's post and any of the talk groups in the Washington County analog trunking system show at the link below.

A note here; the trunk system shows it has been rebanded. You will need to check the scanner; originally out of the box, the 246T wasn't rebanding capable; it had to have a firmware upgrade.

FreeScan will program the scanner, but updating the firmware (if needed) is another app altogether. The relevant links...(always in blue)

…looks like the scanner can be updated for rebanding, but as stated, it’s an analogue only scanner. The system you want to monitor has the capability of using both analogue and digital but I haven’t determined what they are using, one or the other or both. If you go onto the Radio Reference Forums page and scroll down to the regional newsgroups (listed by state) and post a request for help there you may get someone who can further your understanding of if the scanner will play for you. Who knows, you may get lucky and find someone close to you who will provide hands-on assistance if your scanner turns out to be compatible with the trunking system in use. Your wife, at the time, probably bought the scanner after asking if it would hear what you want, so there’s a good chance nothing has changed (other than rebanding) and someone can update it and program it for you.
