BC346XT Setup Newb Question

I have BC346XT. I now realize this was not a great choice for first scanner. However, it is what I have. I put it away for a few months (gave up) and have since gotten it back out. Now it won't pick up any channels.

Here's what I have done to troubleshoot the issue.
-Remove, replace antenna
-delete all files from FreeScan and download new from RR
-Restore scanner to default out of box state.
-Check to see if I can hear weather channel. I can.

I'm really at a loss. I half think it's something incredibly easy that i'm just missing. Any suggestions/thoughts would be appreciated.

alright i will start with the first question

what system are you trying to hear?
do you know if it is hearing distance from you ?
what is the squelch set at?

P-25 is digital

and it looks like your town is now digital.
the 346 does not do digital.
it is an analog radio only.

squelch is the setting that lets the radio scan.
too low and you just hear white noise
too high and you only get REALLY close things.
many here recommend a setting of 2.
the way to check it is to push down on the top knob and a graph will show at the bottom of the screen.

As W8RMH suggests, get a BCD436HP. Most capable scanner out there(it is the only one capable of receiving emerg services in my area. Provoice) and it is self-programming. Highly recommend.
