BC780 and 250d Weather Alert

I have programmed the local F.I.P.S. codes into both of these radios and neither of them activated upon a recent activation for a weather event. I am not sure what the story is but I am hoping maybe someone can walk me through setting this up correctly.

I used Butel software to program the radios.

You have to stop scanning completely and put the radio into dedicated weather alert mode to get FIPS code activations...

I am aware of that and have done that but still have not received the alert for the specific county(ies). Correct me if I'm wrong but to put it into alert mode you have to stop scanning, hit WX, and then hit it again until ALT reads in the display? Maybe I'm doing it wrong....
