is there a setting to level the audio in the bcd536hp digital channels are twice as loud as analog

The AGC just works over a small audio range, but you should have it enabled on everything, but check that you haven't set FM on analog if they are supposed to be NFM, as that will lower the audio level. You could use the volume offset function to reduce all talk groups audio or increase the analog channels by one or two volume steps, whatever are easiest. Change one frequency or TG to -1 or +1 in offset volume and copy and then mark first and last record and paste into the offset volume box. All analog or digital then needs to be in favorite lists to be able to edit anything.
