Depending on where you live, your local city public safety may have its own trunked system, your state may have its own trunked system and your county may have its own trunked system. And then they may also use some conventional (non-trunked) frequencies. In order to hear all of the activity you would have to add all the systems (trunked and conventional) into your scanner that all of the agencies you want to hear are using.
I'm not sure what you are asking about listening 'at the same time.' If you mean can you hear traffic on your city's trunked system and at the same time be hearing traffic on a county trunked system and some state conventional frequencies? No. While you are listening to one conversation you won't be listening to any other and may miss particular traffic. That's the price ya pay in the scanning hobby. And the more frequencies you are scanning at any given time, the greater the likelihood that you could miss something you want to hear because the scanner is scanning other frequencies at the time. Even worse, if you are scanning a handful or more _trunked_ systems, you are going to miss even more traffic because of the time it takes to scan each trunked system.
Don't let any of what I said disuade you - It's a funny hobby and you'll enjoy it. Just don't expect to hear (or be able to hear) everything you want - and don't expect to _not_ever_ mis anything eventful.
The type of scanner you will need depends on the types of systems you have in your area where you will be scanning. Fortunately for you, if you get the Uniden BCD996T, you will be able to pick up ALL trunked systems that any general scanner can pick up - It will do it all. If the 996 can't hear it/decode it, no other scanner on the market can either. You'll be able to listen to AM/Wide FM, FM, Narrow FM transmissions. You'll be able to listen to analog and P25 digital conventional frequencies. You'll be able to listen to Motorola type I/II/IIi, EDACS, LTR trunking.
