BCD996XT 'Priority Plus' mode question

I'm curious about something. I use 'Priority Plus' mode to monitor 4 conventional channels in my area. What I want to know is about prioritizing those conventional channels from one another when in Priority Plus mode.

When in normal conventional priority mode, those 4 channels are effectively checked at the interval I've set - that part works quite well. Then if I press the PRI key once more it begins to scan only those 4 channels, which works nicely to access and monitor them exclusively. But I've not yet been able to determine what's supposed to happen if 2 (or more) of the 4 priority channels become active simultaneously while in Priority Plus mode. When the scanner is in Priority Plus mode, I hear the brief break in audio at the checking interval I've set, just like I do in normal priority mode. However when one of those 4 channels has been active while in this mode I've never seen the scanner switch to another of them despite those interval breaks. Obviously there must be a setting for the priority value levels of the channels that's not yet set. If there is, I'd sure appreciate a hint.

According to the Easier to Read Manual:

Priority Plus Scan The scanner only scans priority channels in (unlocked) conventional systems with system and group quick keys enabled.

The highest priority is for channels in system/site and group quick key 1. The lowest priority is for channels in system/site quick key 90 and group quick key 0. Priority for priority channels in the same channel group follows the order in which the channels were created.

That seems to suggest that priority for the priority channels is first based on system/group key, then by channel creation order if they're in the same system/group. I've never actually used Priority Plus so I'm not sure how accurate that is.

That makes perfect sense, and here's why: My 4 conventional priority channels are on the same system and in the same group. So the order of those channels in the group (which is the creation sequence as well) should be the only factor in my case. And I think it probably is because the most active of the 4 channels is the second from the last of them and the last one is seldom ever active - in fact it hasn't been active once since I set up the priority group.

From that it appears that re-ordering the 4 channels within their group should give me the desired effect.
