Hmm...I can't find the BC-7 but I'm relatively new to the Uniden scanners. Look here...

According to the wiki http://wiki.radioreference.com/index.php/Scandata_faq_q2 you want the IC marked MC3361BD IC-2 pin 9
IC2 is probably marked near the chip. Pin 9 on IC-2 is what you want. ICs with a dot on one corner indicates pin 1. Pins on 4-sided chips go counter-clockwise from the dot. 2-sided chips go down the left side then the right side. Best not to try to solder right to the chip. Count your way to pin 9 and see if there's a test point attached to it somewhere.
On DIP ICs there's a U-shaped notch at one end. With the notch up, the top left pin is pin-1 and it goes from top to bottom then switch to the right side and they go top to bottom. For example a 14 pin DIP IC will have pin 1 at the top left, pin 7 at the bottom left, pin 8 at the top right and pin 14 at the bottom right.

As I said - usually only pin 1 is marked. You're supposed to be able to figure the others out from that...
So, I know this is an old thread, but I'm going to post anyways in case you're still looking or someone (like me) is searching and finds it.
The discriminator is on the back side of the PCB, or in other words under the top cover, or still in other words on the foil side of the PCB. There are many SMD devices on this side, one of them being the MC3361. Here's a picture illustrating it.
