bct 8 help

hello all i just got a bct 8 scanner and im haveing troble with programing the trunking i have the nj state police codes programmed but im not hearing anything could this mean they went provoice?? any help would be great

More likely it's OpenSky. No scanner on the market can decode it, sorry.
