Trying to put a new feed up. Has anyone had success in getting the computer to talk to the radio (serial port)?

Yes. I use it regularly with TRUNK88 (for Motorola), and TrunkView (for MPT1327).
Have you put the BCT8 in Remote mode.?

To put the BCT8 into remote mode, follow these instructions
1. Turn radio on
2. Press and hold the ". / RMT" key for 2 seconds or more. The radio displays "RMT OFF" or the current speed (bps)
3. Press the "UP ARROW" or "DOWN ARROW" keys to select the desired speed (57,600 bps is what I use)
4. Press the "E" key to make the selection. The radio returns to normal display mode
5. The "RMT" indicator will now be visible on the radio display, then the BCT8 can be remotely controlled

Checked the remote control was on. It was.
I can use my ScanControl software to connect to the radio to do programming and it works fine. It appears to be the broadcast software it doesn't like.
