I have both of those programs and just want to see which one is better? And also when I try to connect to com port 3 it dose not work and I can not change the port so I am not sure why. I have a BCD996T and have the USB cable and download the drivers,

Are you sure that the port used by Window for your USB cable is COM3?
Also if you go into the advanced settings for the device in device manager (Under Ports), I am pretty sure you can change the Comm. port assigned to the device.

I prefer bctool for unattended logging due to the auto lock out feature. Free scan imo is better for programming. Give them both a shot since they're free and see how they work for you.
