I've been listening to them and hear them 5 by 5 but sometimes there voice sounds like a robot and you can't understand them at all

Maybe they have an employee who has had a laryngectomy and uses a voicebox. One of the local fire companies back home used to have a dispatcher like that.

big six towers is 6 high rise apartment buildings located on queens blvd and 61st they have there own public safety dept to patrol the complex

Yeah I have seen them on patrol before since I sometimes go to the Key Food that is in the shopping center next to the Big Six. But what is there to listen to? illegally parked cars? that is a very safe area in my opinion so not much goes on there crimewise. The NYPD(108th precinct covers that area as well. I have seen undercover units parked around there before but I think it's for giving out traffic summonses on Queens Blvd.

They have crime mostly on the night shift people breaking into cars etc during the day when the shopping center open yes it's safe
