Are these frequencies digital and encrypted? I know in Clinton and Essex County all I hear is rushes of white noise and squawking noises on the frequencies that used to be in the clear.

Virtually everything coming out of the Swanton sector (640) now is encrypted. However, I have recently heard some analog traffic on 163.775. Other frequencies they operate on are 163.150, 163.675 and 170.625.

If you can hear Buffalo (680), my understanding is they are mostly still analog but I believe they may only cover as far east as Watertown.

Customs on 165.2375 is still largely analog but some digital is heard. I think they're also working 165.6875 now as primary in the Champlain area.

I drove from Champlain to Massena this past weekend (2/26-2/27/05) and here are some freqs on which I heard activity.

162.825, 162.900, 163.725, 163.150, 165.925. All traffic was P25 encrypted.

Customs was heard on 165.6875 with units talking to Charlie 100 in analog mode.

Can you clarify whether the signals you heard were digital, encrypted, or both? Project 25 has nothing to do with encryption.

My scanners both sounded like R2D2 when they were encrypted. It wasn't the usual white noise/hiss that I hear from, say, the FBI repeater output when they're digital.

Not sure what type of digital Customs and other feds are using in NY but P25 digital heard on an analog scanner is a buzzing/grinding noise. You can't differentiate encrypted from non-encrypted.

P25 encrypted heard on a digital scanner sounds like someone gargling with broken glass. From what I remember of R2D2s voice, these are very different sounds.

These frequencies sound like white noise / hiss on my BC780XLT and my BC246. I also got a few Close Call hits on a few of these frequencies (162.900 and 163.150) at the I87 High Peaks check point. The Close Call hits also showed a CTCSS code of 110.9. Would digital show a CTCSS code??

Sometimes with the white noise you will hear OTAR sqwaking sounds. Are the sounds I am hearing digital or encryption sounds? Or is this just what OTAR encryption sounds like. I know there radios have the ability to talk with NYSP, because they talk with them on 154.665 (110.9) car - car quite often.

Its P25 DES-OFB (AES wasnt available) encrypted. They run full time encrypted. This was an origional test pilot program which is being rolled out, albeit slowly, across the county
