Broken Arrow PD

I know this has probably been asked and answered but I was listening to broken Arrow PD tonight, and although I hear a busy signal most the time, I did hear a conversation from time to time which I have never heard before.

Has anyone experienced this and what’s going on?

I am looking at the RR page for Wagoner County. When I looked at Broken Arrow PD dispatch, I noticed "Te." This means there is partial encryption. Therefore, you may indeed be hearing clear transmissions.

Yes @Ensnared is correct. What is weird to me is that Jenks (on same system is in the CLEAR for their Dispatch) but Broken Arrow dispatch Partial Encryption and Bixby (Full Encryption on Dispatch). I am happy because I listen to Jenks a lot along with TPD.

The Te indicates part time encryption. I presume that you are using one of the WHistler scanners, or perhaps a GRE or RadioShack model. All three manufacturers have the option to play a "busy" signal when encryption is being used. But since, apparently, encryption is not used all of the time, any unencrypted transmissions would be received in the clear.
