I am thinking I might try to put together the off-centre dipole but with a variation for my needs. I am primarily listening to Ontario Fleetnet system (CC of 142.800) and my area's Fire Dept (154.430). Would it benefit me to use an element of 39.33in (142.800) and 36.40 (154.430) I realize they are pretty close together, maybe I should just split the difference on top and use the 18" on the bottom? Any thoughts?

That's not really how the OCFD works; pick one frequency and cut the lengths to that frequency. Antennas are reasonably broadbanded and you won't be down more than a half an S unit on the "off" frequency.
