Doubt air band radios are used by ground crews

I believe you are correct as far as airline ground crews. However, they have several other state and airport agencies that operate on and around the taxiways and runways. When out on the taxiways and runways, they all communicate via BWI ground frequency. I wasnt sure what he was considering a "ground crew" just because there's more going on than just the airline ground crews.

Depends on what you mean by "ground crews." BWI Ops personnel would likely use the BWI TRS. Airline personnel and contractors would use their cell phones or company radios and relay through dispatcher(s).

MdTAP is the police force responsible for BWI. There is a detachment based at the airport, and they have a telephone number. The radio systems are not linked: MdTAP operates on the BWI system, and TSA has a conventional channel in the fed UHF band.

If I understand the situation based on others peoples posts., many departments (fire, police etc), are very protective of there networks... It's not something to be underestimated.

Most agencies like their own castles and don't want anyone else in them, unless they're forced to play nice and let other agencies in.

Maybe, but not in Maryland. The county fire department allows the BWI Fire Department on their radio system, and visa versa. The state allows localities and the feds on their radio system, and the state police uses county systems routinely. Even the private security guards at BWI have a talk group on the airport's system. The TSA chooses to use their own radios, but then again all they do is screen passengers. If somebody needs detention, they call the MdTAP to arrest them or hold them for the CPB, FBI, ATFE etc.

Are we next going to ask how the janitors talk to the pilots? The principle is the same throughout and has been answered above, do we really need to go department by department?
But the janitor, just might/maybe/need/wants to talk to the window washer who can help evacuate the victims stuck because the elevator operator was able to use a two-way radio :devilish: to call for help, and with Interop he is now the IC
