Cal DWR channels being used on CRIS?

When driving thru Mono County a few weeks ago, I noticed that the 2 state Dept of Water Resources channels (151.235 & 151.205) were being used as channels in the CRIS sites there. I'm not sure if there was even a DWR presence in the Eastern Sierra and was wondering if this was a local thing, or is DWR giving up on their VHF-Hi conventional system altogether? Back in the day, they were a fairly busy channel here in So Cal, but all that changed years ago and they went increasingly to Nextel PTT, and cel-fone based comms (per a radio tech I know). Now, I rarely hear anything on those freqs in the San Fernando Valley.

CRIS is doing VHF overlay, and I think the state is trying to use what they have. They are adding new frequencies at some sites.
Would not surprise me if they are pulling under used frequencies from agencies that will eventually end up on CRIS.
