The control channel is continuous data. You won't see anything until you go to a non control channel. Try a frequency on the system that isn't a control channel.

It sounds like you want to view activity across the entire system. Dsd isnt a good program for that. Pro96com is what you want but I don't know of its compatible with winradios.

DSD+ 2.8 decodes all of the P25 control channel activity - affiliations, patches, FDMA/TDMA individual and group calls, neighbour sites, bandplans, rejections, busies, secondary control channel frequencies, ...
I'm using the rtl-sdr.com dongles and performance on the half dozen simulcast systems here is fine. Still missing Phase II voice decoding though.

Like slicer said, you can download the most current version of DSD to see what you want, or you can go to pro96com page for more info of that software.
If you want to see everything going on during the voice channel decoding while running DSD+ (as M105 mentioned earlier) you can do this by turning the verbosity up by adding -v4 switch to the command line. If you are looking to decode the control channel messages for system wide information you should look into Unitrunker. Pro96Com is great and I have used it but it requires a compatible scanner, whereas Unitrunker only requires a cheap SDR dongle.
This guide is a bit old but its still helpful, if you are not intending on following voice just check out the first section "Setting up the Signal (Control Channel) Receiver"
I think there are better options out there when it comes to following a P25 system and decoding audio with an SDR dongle, namely SDRTrunk and OP25 but I still use Unitrunker for control channel decoding, and system analysis.
Updates: I did NOT have the latest software and upon getting that (through fast lane) I was able to quickly see everything I wanted no problem. The WinRadio G305e works flawlessly with Unitrunker and DSD+
