Is there a way to adjust the top rotary dial on the Uniden BCD396T scanner to simply adjust volume by rotating, without first depressing the knob?

That will happen if the keypad lock is on. Hold the function button while pressing the power button to toggle the keypad lock on and off. You will see a key symbol below the power button showing that is used for the keypad lock. You can still hold on a talkgroup with the keypad lock on. The key symbol will appear at the upper right corner of the screen when the keypad is locked.
