BCD325P2/BCD996P2: can I access Encoded freq. ?

I just got my new BCD996P2 & have up loaded a fair amount of info from here on RR.com.
I am in Surprise AZ/Maricopa County & the Surprise Pd is on Regional Wireless Cooperative (RWC)
Project 25 Phase I and has 7 DEC talk groups, 2 Digital & 5 Encrypted. (See Below)
I am getting a small amount of transmissions on the 4301 D SurpPD Disp Dispatch Law Dispatch channel but Nothing else on the others!
Will this scanner be able to get any of the other encrypted channels?
Or does any one have other freq. loading info so that I can Load it manually?

No scanner is going to decrypt encrypted talkgroups. Sometimes you can get lucky, and for one reason or another, someone will transmit on those talkgroups unencrypted (but don't hold your breath).

SO ALL dispatch, what little I'm getting is it?
I seems there would at least be a bit more traffic!
Plus what little I'm getting sound like its breaking up a lot & only getting partial word most of the time !, almost like the squelch is cutting it out
Can this be adjusted?

you can buy, depending on the type of encryption, stand alone decrypters, but these are older mostly obsolete and not used today. todays encryption is computer controlled and most of them can be changed in a moments notice and with completly endless combinations.

I'm also from Mich! Ann Arbor to be exact.

you can buy, depending on the type of encryption, stand alone decrypters, but these are older mostly obsolete and not used today. todays encryption is computer controlled and most of them can be changed in a moments notice and with completly endless combinations.


The RWC is a P25 phase 1 system. They will be using either DES or AES encryption, there are no 'standalone decrypters' for either of these encryption algorithms.

It takes more than a moments notice to change keys and there is a limit on the number of potential keys... There is just a massive number of them.

You will only be able to listen to TG-4301. The others appear to be encrypted. Your scanner will not decrypt the encrypted talkgroups.

well i dont know what to tell ya, but.
when i was in the navy, we had hundreds of keys available to us on one console alone and we changed keys frequently. depending on what they were used for they could range from 32 to 156 charecters.

RR says to program site 001, 002, 009 in seperate sites then pick the one that works best. thers a small paragraph under the picture of a book they got info from on the rr phoenix pages


im from the owosso area,i go down to the va in ann arbor several times a year.

This might be better addressed in the AZ forum.

Surprise PD is on the RWC. Many years ago Surprise PD had conventional freqs and talkgroups on the Maricopa County system, but these are no longer used. The RWC is a P25 Phase 1 system currently, but they are upgrading infrastructure to Phase 2. No Phase 2 talkgroups are in use yet.

Surprise PD dispatch and routine radio traffic is on talkgroup 4301. This talkgroup is in the clear. Talkgroup 4306 is also in the clear and used for wide area communications. Talkgroup 4306 is very rarely used. All other Surprise PD talkgroups are encrypted and are used for info, hot calls, and criminal investigation.

Be sure you are scanning the proper sites as these talkgroups are not carried on all sites. All Surprise PD talkgroups are always carried on Simulcast G site. 4301 is often carried on White Tanks site, but not always. Talkgroups may pop up on other sites, but only if radios are roaming affiliated with the other sites.
