I currently have a couple of banks of ATC frequencies programmed in my scanner.
Whenever I hear a transmission, I only hear the pilot side and not the controller side.
Would it have to do with distance, as I live about 20 miles or so from the main airport in Houston (George Bush Intercontinental Airport).

What antenna are you using? I am closer to my airport, like 2 miles, and barely receive the tower. And thats with a Discone and a Scantenna.

Par for the course, yes it has to do with distance, topography, other factors between you and the airport. This is commonly discussed on the Aircraft Monitoring Forum so I'll refer you to the thread linked here (you can unearth others if you search the forums) for further details

Just the standard antenna that came with the pro-164 when I purchased it off ebay.
