I am getting the error: "Invalid User Name or Password. Make sure you are logging in with your username and not your email address." on two different computers using Windows 10 on any scanner (Win500, Pro 96programing software including the latest ProScan (24.1). This has not been an issue with any of my Transceiver (RT Systems) programmers. Is this a known problem, and are there any fixes? I get on the website for my browser fine, and as mentioned with all my RT System programs.

No issues with ProScan here.

Are you on a windows 10 system?
I'm on WIndows 11 on my laptop. Other PCs are Windows 10.

Make sure that you are trying to log into ProScan (or any other programing software such as FreeSCAN, the various ARC programs, as well as Win500, using the exact same user ID and password that you use to log into RadioReference, the forums, and the Wiki. The error you are noting is most often noted (by others with an issue) of using their email, or PayPal, or whatever other ID instead of the one used specifically for RadioReference.
