Capital City TRBO

I've been listening to capital city TRBO this afternoon and it's been unusually quiet. Have they gone completely encrypted or did I program the system wrong? Once in a while I'll hear half a second of audio but not enough to figure out if it's in the clear or encrypted.

Since no locals have responded I figured I'd chime in with a few questions:
1. What scanner are you using to track it?
2. How close are you to the nearest transmit site?
3. Have you enabled the services listed in the tag column here?

I haven't heard any activity on it either. I will try to get DSD running on it soon to see if I can find out more info.
